Top criteria include the happiness of local residents, housing affordability, tax rates and health care quality.

Reading, Pennsylvania
Yes, Pennsylvania again. The top five retirement spots are in the state. Reading has a score of 7 for its excellent access to health care and the affordability of its housing.
